Stanley R. Fisher – President

Mr. Fisher has served as president of TAS since inception in 1992. His responsibilities include new client development, marketing and financial management as well as overall management coordination for all ongoing TAS projects. His duties require establishment of sales goals, identification of target markets and overall guidance to company philosophies and business model.Mr. Fisher holds a Bachelor of Science degree in Aeronautical Engineering from California Polytechnic State University, San Luis Obispo. In 1989, Mr. Fisher was appointed as a Designated Engineering Representative (DER) by the FAA, making him at that time the youngest of the approximately 2400 designees in the nation. Mr. Fisher previously managed the engineering department of Advanced Aerodynamics and Structures Inc. (AASI), the manufacturer of the Jetcruzer 450. In addition to establishing AASI's engineering department and associated procedures, he also managed the initial design phase, all structural analysis, testing, and certification elements of the Jetcruzer program. The Jetcruzer 450 received Type Certification from the FAA on June 14, 1994.Mr. Fisher has also been involved in numerous aircraft certification and modification programs including design and certification of the all composite Lear Fan 2100, the Avtek 400, and a Part 25 cargo aircraft, the Bromon BR-2000. Mr. Fisher's vast experience includes working as lead engineer and program manager on the Basler DC-3 turboprop conversion, the Valsan B727-200 re-engining and winglet development, interior installations, flight test evaluations, and aircraft loads analysis.

Scott McNeil Starkey – Vice President and General Manager

Mr. Starkey is TAS’ Vice President and General Manager. His responsibilities within TAS include oversight of the day to day operations and coordination of the various departments. He provides management guidance for the engineering department and its coordination with the modification center. This includes special project administration and development of new customer relations.Mr. Starkey is a graduate of California Polytechnic University, San Luis Obispo, with a Bachelor of Science degree in Aeronautical Engineering and is a Registered Professional Engineer with the State of California. Mr. Starkey is an accomplished engineer, manager and pilot with outstanding credentials in the fields of structural layout, design, and systems integration. He has a diverse background developing retrofit and modification engineering packages with service at aircraft modification facilities nationwide such as Tracor Aviation, LACADRE, LA Aviation and Volpar Aircraft Corporation. His past accomplishments encompass projects for engine installations, winglet development, cargo modifications, APU installation and other numerous interior installations. His technical and managerial expertise proved to be a key asset during his management of TAS’ GeoSAR modification program.

Naras "Bo" Alksninis – Director of Marketing

Mr. Alksninis is TAS’ Director of Marketing. His responsibilities include new business development, coordination of TAS’ sales & customer service personnel and resource management for new market expansion. He coordinates with existing and potential customers to cultivate projects and provides support during concept implementation. He also maintains ties to the engineering department and is occasionally called upon to manage special projects.Mr. Alksninis is a graduate of Embry-Riddle Aeronautical University in Daytona Beach, Florida where he received his Bachelor of Science degree in Aeronautical Engineering. He is an accomplished engineer with structural, interiors, systems and mechanism design experiences providing an important insight for TAS’ target market, innovative aircraft modifications.His aviation career began at Lockheed Aircraft Corporation providing engineering support and manufacturing liaison with the C-130, ES-3A, P-3 and P-7 platforms. He supported various systems modifications as well as structural and antenna mounting designs. Mr. Alksninis also provided consultant design services to the aviation community and assisted with the development of AASI's Jetcruzer 450 turboprop aircraft.

Marcos M. Carvalhal – Chief Financial Officer

Mr. Carvalhal is TAS’ Chief Financial Officer. He is responsible for the financial well being and business acumen of the company. His duties include cash flow management, contract approval, management oversight and program review for FAA Certification matters.Mr. Carvalhal has a Masters in Business Administration from Pepperdine University, a Bachelor of Science degree in Aeronautical Engineering from Embry-Riddle Aeronautical University in Daytona Beach, Florida and an FAA A&P license from Northrop University in Los Angeles, California. His engineering background coupled with his higher education in business management provides Mr. Carvalhal with the competence in the guiding TAS’ finances. Mr. Carvalhal was responsible for the entire powerplant/system design on the AASI Jetcruzer 450 including development of the analysis and test reports necessary to obtain FAA certification for the turboprop’ engine installation. Prior to ASSI, he supported a re-engining program where he developed system designs and his skills with analysis and data reduction methods. He has also developed airframe systems on larger transport aircraft and oversaw TAS’ certification projects with various corporate interior STC’s and TAS’ GeoSAR G-II. Mr. Carvalhal is fluent in Portuguese, has a Brazilian background and is knowledgeable with a variety of both domestic and foreign aircraft.



John Nall – Director of Engineering


Mr. Nall is TAS’ Director of Engineering. He is responsible for the day to day operations within TAS’ engineering department. His duties include engineering personnel management, project oversight, process implementation, FAA communications and DER management.Mr. Nall has a Bachelors of Science degree in Mechanical/Aerospace Engineering from California State University-Northridge and is also an appointed Designated Engineering Representative (DER.) His engineering background coupled with his certification experiences makes him the ideal leader for TAS engineering team.Mr. Nall has been involved with the early development of practical analytical methods used for composite structures with positions at Lockheed’s Advanced Composite Development Center and at AASI during the development of the Jetcruzer 450. He has been instrumental in TAS’ growth towards a modification center with a premier engineering department that provides analysis and FAA Certification assistance to projects worldwide. His accomplishments have made him well acquainted with classical analytical methods, Finite Element Modeling (FEM), loads development, aerodynamic analysis, Damage Tolerance, icing analysis and the FAR’s as applicable to Part 23 and 25 aircraft.
